Maybe she's really nice and polite. My apartment neighbors don't bother me at all, besides the idiots down the hallway who piss everyone off. But they're down the hallway, not next to me.

Before you do anything, I think you should give her a chance and try to practice grounding skills. Maybe she's just as uncomfortable/afraid as you are.
