Not to encourage anything, but plenty of people have cameras in their houses to make sure that babysitters, etc. don't steal things or hurt their child/pet. The cameras is a valid concern, especially when you see the babysitted person/pet in the news getting hurt on camera. That's why people have the cameras.
That said, the cameras wouldn't be used to spy on anyone IMO. It's just a personal safety thing, not a spying thing. Or if they
do "spy," it's not to plan an attack; it's just to monitor things to make sure things are ok. Lots of cameras are connected to the internet via WiFi or ethernet for real-time surveillance.
It sucks that people can't trust others, but some people are just not trustworthy, so the owner of the house has no choice but to install cameras.
I would assume Halliebeth is a trustworthy person in the eyes of the owner because she cares a lot about what she's doing and wouldn't steal, but IDK how the person she's babysitting for actually feels about her since I'm not that person.
