can you make anonymous calls to the water department ? i don't want you to get evicted, but is there any way you can get to the water valve ?
maybe calling the health department and reporting vermin would get him evaluated... i don't understand how a state can allow such legal abuse, but i do know about jeopardy, and it sucks~!

(P.S. usually, there is no way to turn down the water pressure to just the kitchen, and not the bathroom, unless it's in your apartment... )
