if you are a resident all you need to do is take your birth certificate which shows you were born there, a photo of your self and the phone number of any of your friends who may have a job who can say you are who you are, even your school teachers can do this for you. cash well that will take some time and effort on your end... here in america we have donation centers where a person can donate to that will pay them (example red cross, plasma donation centers) many people here when they need money have lawn sales where they sell their out grown or no longer needed clothing, jewlery or other items. some people even sell some of their stuff on ebay and craigslist to make some money. I dont live in wales so only you would be able to say what you can do to earn a bit of cash to pay for your ID. maybe there are some low income places that can help you do this.
