One other possible explanation is that this person's phone/computer has locked into a persons wifi that is unprotected and is using that position to use the persons downloads. Technically it is theft but it always pays to protect your wifi. Keep calling the police cause this is creepy. Maybe next time you could ask them to tell you the reason why so you don't have the worry of it.


Another thought - maybe this person is living in their car and feels safe to park it there?
