Have you already established accommodations? If so, and they are not being followed, then I believe you can file a complaint. But I would guess you have to give your employer notice that he is not following your accommodations. This would all need to be in writing.
There are several good websites we investigated to come up with ADA accommodations for bipolar illness. Then you get a letter on a pdoc letterhead and submit it to HR. They will have a meeting (likely) and will agree to your accommodations. If they violate these, etc. then you file a complaint.
If they grievously abused your right as a disabled person, I don't know what the policy is about the ADA unless you arranged accommodations. You might call an employment attorney and check with them.
This is just my experience with all this. Someone else may be different and know more.
