Isn't what you're proposing as a utopia what is happening in life? We no longer allow murderers to get away with murder, or thieves to be let go like mental abusers are.
The time has come to realize that mental health abuse is a serious threat to society if not taken care of quickly enough.
People who mentally abuse do not deseve to be let go, just like a criminal would not be let go
