That sounds horrible. That constant level of anxiety never knowing what encounter will be next is totally draining....even worse in hot weather & wuth all the other painting activity going on.
They probably didn't keep him on a 5150 because he was probably not a real danger to self or others.....just a TOTAL NUISANCE. Hard to have a neighbor like that.
