I think it may just take a while until you find something that works with your situation. I went through the same issue. I ended up consulting, and I just took a monthly fee for my work that was under the amount allowable.
You could try freelancing, so you can control your income and hours. You could also try a temp agency. If I recall you did like legal secretary work? That may be hard to find as part-time. You may have to look for admin assistant or receptionist work to do part time.
