From this moderator's point of view, the answer is "No, it doesn't hurt to read them many, many times!" I admit, When I was new, I didn't read them at all until I received a pm from a moderator pointing out something that I posted that was against the guidelines. Now, I can truthfully say, I've read the guidelines hundreds of times!
Generally speaking, The Golden Rule is a good rule of thumb but it never hurts to read them for yourself. Here they are,
Community Guidelines, check them out! When in doubt, go to
FAQ/Help and you'll see the very first bullet says: "What are your Community Guidelines and where can I find them?"
If you look closely, you may see the blood, sweat and tears that have gone into the composition over years of trial and error. It's a work in progress and is wholeheartedly intended to give us a framework to keep us safe and running smoothly. Is it perfect in every circumstance? Maybe not, but it works very well.
