"Why does a mental illness get a bad rap?"

Yes. I guess there could be a thousand and one different reasons but I have a pretty simple view on it, which is that it's simply part of how people are to give anything - and I do mean anything - a bad rap. I can't think of a single thing that doesn't get a bad rap from a certain percentage of the population - mental illness being no exception.
