At a core level the buddy (friend) list is just a convenient gathering place where you can quickly go to PM folks you know, or scrawl on their visitor wall. But, it can also be another way to offer, or seek support, or indicate a feeling of friendship/connection. I don't think being on a buddy list gives you any special powers, like PMing/X-ray vision...
