What exactly are you alleging your ex-T did? I'm not clear on that. I also think it's bizarre that your new T suggested reporting your ex T to the department of health. Surely if a complaint were to be made, it would be to her licensing body. And surely she and the agency would be open to litigation if there was malpractice regardless of if you talked to them or not.
