Dogs that are not on a leash and randomly run around could be photographed as it’s not your job determining who dogs belong to. If a dog is ona leash and being held by an owner then it’s a different story.

Also the only time you really cannot photograph a pet is if you intend to make money out of it. Such as sell pictures on the Internet. Laws about photographing someone else’s children and freely roaming dogs aren’t the same laws.

If you went to someone else’s private property and photographed their pets then it could be questionable. But dogs are running in a public place such as parking lot or what not. It’s public place. Permission to take pics of dogs running on a public parking lot is not required
