There is no law that you can’t take a picture of a dog running on a parking lot not being on a leash and not being held by an owner. Ton of cats are outdoor cats and they randomly wander in neighborhoods. Are you saying it’s illegal of me to take a picture of such cat or I must first investigate who is the owner (if there is one as it could be stray) and ask a permission? There is no such law. There is none.
