Is something like ADT or Cox Homelife an option for you at least? While going that route might be more expensive, I fail to see how doing so would be illegal.
Otherwise, the only other options I can thing of is to either stand your ground and fight them, using force if necessary, or getting out of those apartments. Neither your neighbor nor the landlord will clearly listen to reason anyways.
I can't think of anything else without encouraging you to break the law because my solution would probably be illegal or questionable at best if I were in your position.

Well if we break lease we will owe over $2000 bc it is a year contract. We have not yet spoken to landlady, doing that later today when her office opens. Not sure what Cox Homelife or ADT are so will need to look them up to answer you on that ❤. Trust me though .. neither me nor my husband are afraid of standing our ground, we have had to do it before .. it's just the fact it is affecting my health that really bothers me.
