Sounds like your neighbors there are very bored xmascarol. I can relate to this. Every apartment complex I have lived in has had at least one busybody causing me grief and others as well. The last place I lived in had a bored person who would cross the parking lot to make conversation that was passive agressive. I decided i couldn't change him. I just kept my head down and avoided encountering him. He did catch on. If there is any comfort in this I think it is really common.
