When I was on assistance and a very tight budget I learned to visit the library and took up reading instead of paying for television. The library too is a great source of free wi-fi. I gave up a great deal of snacks and treats - they aren't healthy anyway and I actually lost some weight.
When it came to entertainment, I looked for that which was free - like galleries and museums, conservatories, and free festivals (music, art and theatre in the park, etc). I am able to find at least one free function a week in my community. It just takes a little looking and researching. Your community free weekly paper will list these things off as well as the local tourism website.
There are many ways you can reduce your budget. I stress again curbing habits and developing new healthier free ones. I managed to reduce my own budget by that $200 magic mark you are looking for.
