They can assert almost anything, and most vulnerable or overwhelmed clients will express zero skepticism, because their emotions have been systematically tweaked by the $150/hr Svengali. Also, if a therapist tries to dictate what is important for the client... red flag. We know it's important to the therapist to keep talking about stuff, but the client... less clear.
