She followed up with a thorough explanation upon bumping into you;

At least on the surface, these details do not sound like someone who is ghosting you or trying to end a friendship.
But then I don't know her and I don't know the inside story. Maybe she was being insincere when she said let's meet again. Some people say things like that just to be polite. And that's really painful. I'm sorry you are hurting.
