I believe in crates for puppies -but also a smart herding puppy needs something to do. It sounds a lot like boredom to me and just playing with older dogs and going on some short walks won't fix it. The puppy needs to use her mind. Teach her tricks, take her to an agility class or herding class or FUN obedience class etc. A smart bored puppy is an unhappy puppy.
