I dunno... I know there was some debate in NZ about whether the police should be able to carry it (they don't have guns in NZ). And the upshot was... No. I think they wanted to use it in riots... So I'm figuring that if the police can't use it then people can't carry it with them, too.
I figure that it wouldn't be illegal to have it in your home. But it might well be illegal to carry it in public (as it is illegal to carry baseball bats and knives etc).
When I was in the US I was puzzled why my bf didn't want to take a look in the internal structure of this monument... I was really keen to and I needed to go in to use the bathroom at any rate. He explained to me later: He was carrying pepper spray and they had airport security measures upon entry. I do think he is a weirdo for carrying that... But I guess its controversial...
