Thank you all for your responses. It makes me feel better to know that some cats just don't purr. My room mate said, she's never purred in the 6 years he's had her.
I posted the same question to my friends on Facebook, and one of them said that his cat didn't start purring until she was 10 years old.
Oh well, she's still a little sweetie.
