They fix them for free if they're within the 2 year warranty. I got my switch on launch in 2017.
I could probably fix it myself if I really wanted to, but I haven't run into the problem yet. I just think Nintendo should focus on devising a different design for the thumbsticks because I am betting the new joycons will have the same problem. The new switch uses the same old joycons, so the joycons have not been updated.
