I've been to Ireland twice and love it. Dublin has to be one of the best cities on the planet. It's really easy to get around in, and most of the major touristy type stuff is within walking distance of each other. Just be sure to bring an umbrella - it rains a lot. If you want to do a road trip around various parts of Ireland that's cool too. The Giant's Causeway is this really awesome rock formation that's amazing to see.
I haven't been to Germany.
I have been to Russia, if you decide to go there, definitely go with a tour company. I was there about 5 years ago so maybe it's improved a bit, but the lack of infrastructure is pretty appalling. And corruption is pretty high. But lots of fascinating historical things to see.
