If he has a cell phone do you pay for it? If so inform him you will cut off his phone.
Maybe he would be willing to go to a trade school ? At least he would be working towards getting a good paying job ?? I mean he would still have to work at least part time.
Push might come to shove and you will need to be blunt , get a job and pay x amount or you will have to move out.
