Maybe she sensed your interest in her & doesn't have an interest in you. Maybe she finds it easier to ignore you than to say "no" if you did ask her out.
As a female myself I would definitely take her lack of an acknowledgment as a "not interested".
It is normal to be friendly at first if one senses nothing more than being friendly. When one senses an interest that is not felt in return, it can be normal to ignore the person from that point, sensing that anything else may be taken as encouragement.
If she were interested in going out with you, she would NOT be ignoring you.
