It's probably that she's aware of your affections, but she's either too anxious or too socially awkward to confront you. You being a customer complicates the issue because you've got her in a tight spot, having to navigate the intricacies of romantic overtures while also maintaining a sense of professionalism, and all this under the watch of her employer and colleagues. It isn't a fun spot to be in.
Maybe she has her own reasons for not wanting to get involved with you. Maybe she doesn't. Either way, I'd just take the hint and move on.
