Well... my experience with this has been that basically no one (except you in your case) really much cares if-or-when anything in an HOA gets done. Association business is the absolute last thing on homeowners' agendas. If they run out of anything else to do, & if they happen to feel like it, maybe they'll get around to doing whatever it is they're supposed to do for the Association (assuming there's nothing particularly good on TV & they're not too tired.)

I don't know what type of people you have living in your HOA. We have kind-of a mixture of "senior citizens" & younger to middle aged pretty-well educated people. They're all people who should easily understand the need to maintain the Association & run it, essentially, like a business (for, in fact, that's what it is.) But do they? No. But, boy, if something comes up they don't happen to like, they sure know how to piss-&-moan about it!

I wish I knew what the answer to this is. Unfortunately I don't. I'm afraid it's just the nature of living in an HOA-type situation. Unfortunately for someone such as you who actually takes their responsibilities seriously & wants things done in a timely manner it can be an endless source of frustration. You have my deepest sympathies.
