Ya know, folks laugh when yawl in the south get your occasional colder weather, but if you aren't living in a place that has the tools to manage it, it easily becomes a big problem. Salt trucks and such are expensive and people have to be trained to drive them. Not to mention dealing with ice on roadways and bridges which always causes problems if drivers don't know how to drive in it.
