SE, that's pretty messed up. It's unprofessional and probably unethical.
It doesn't really matter whether he's taking advantage deliberately or unwittingly, or whether he understands any piece of it. You were overcharged. You should get your money back to use as you choose instead of (essentially) being forced to use it to buy his services.
