I think that's just a figure of speech. For example, "I could see the fire burning in his eyes," in response to seeing someone angry at something.

I do start to shake when my mood is elevated, though, so I do have visual symptoms. But eyes? No. I don't think you can really tell unless someone has shifty eyes because they're paranoid or bloodshot eyes from staying up for so long.
