Yeah it is crazy-making.
The rule is for Men. Later, in the early 70's, I worked at a state hospital and we were told the women couldn't wear shorts in the summer as male residents might put their hands up the shorts. It was a large meeting and in my best "dumb female" voice I asked if we could wear short skirts. "Sure" the boss says. "Why?" I asked "Isn't it easier to put your hand up a skirt?"---apparently the boss preferred skirts to shorts, had Nothing to do with the residents.
