I am 99.9% sure the speech he gave was designed based on his thoughts and motives. Speech writers analyze the thinking, policies, and motives of the people they write speeches for. He would also read it in advance and approve it (and make additions or other changes). He is also well-known to add words off the cuff or go off on his own tangents. For example, did the speech writer refer to the virus as the "foreign virus" that invaded the US? Or did Trump, himself, add the word "foreign" as a means to vilify the Chinese, and further strengthen his nationalistic stance, as he does with people who try to cross the southern border? He's quite clear that they are "invaders" and he clearly portrays most as horrible people (i.e. "rapists and criminals"). He was clearly nervous about the speech. You could tell by all of his sniffing, snorting, and gasping sounds, throughout.

The unilateral decision of his to prevent Europeans from entering the US, for at least the next 30 days, definitely shocked the Europeans (see Trump suspends travel to US from 26 European countries for 30 days over coronavirus). He should also have known that that would cause harm to the world economy. It further strengthens his "keep them out" policy, which much of his base loves. This nationalistic approach is one strategy he is using to shift the focus away from the fact that the US is grossly unprepared and poorly handling this health crisis. Part of the lack of preparation stems from his decision, early in his time in office, to strip the Center for Disease Control (CDC) of vast amounts of funding. I'm not sure where that money was reallocated. The southern border wall (that Mexico was supposed to pay for)? The tax breaks for the rich? Anyway, he doesn't want to look weak or as if he's making mistakes, because that would hurt his reelection chances. His reelection is his highest priority. He's also scared about the US economic downturn and already considering steps for bail outs for the oil industry (see Oil industry push for Trump bailout draws political headwinds - POLITICO). You know, the oil industry is his friend. He don't like no "Green energy"! Of course he doesn't personally bail them out. The US taxpayers do, as the US taxpayers are the ones paying for the southern border wall additions.

I think there have been times when he has read off content he didn't fully like. In those cases, subsequent tweets or follow-up speaking opportunities allowed him to voice his differences.
