I lived for almost 10 years in the second story of a three story apartment building. I thought it rather quiet of course I often took my hearing aids out. Once there was a downstairs neighbor who blasted their stero with bass kicked high then the vibration was terrible. But I didn't need to complain cause everyone else did. They were gone shortly.

My son is deaf and he can't hear anything without his hearing aids except vibrations as well - it is definitely the silver lining at night.
We don't have any problems at our apartment. We have great neighbors. In fact, I think we are the noisy ones since we have two parrots that sometimes squawk for a while (never at night - they are covered at night). All that our neighbor said when I saw her and apologized shortly after she moved in was "so that's what that noise is - I've been racking my brains trying to figure it out".
