I think that they fear that employees who suspect they'll be laid off may go to the building with less than positive intentions, if you know what I mean. Given the status of the virus in my state, it's possible that some may be laid off even before returning to the office.
Yeah, I'm not sure why my office is not doing the same thing as your husband's. I think if they went through the trouble of shutting down the Canadian offices (because of confirmed cases entering the building), they should have shutdown the ones in the northeastern U.S., at the very least.

My company has always allowed for remote work -- they're pretty lax about it -- so for my company at least, I don't expect any layoffs. I hope your husband does not get laid off though.

My sister may get laid off. I'm not sure. She works in the corporate office of a big retailer, and they've shutdown a lot of their warehouses and are minimizing what people can buy online. So, they're basically not making any money and probably won't for a while. That may lead to layoffs.
