I'm going to try at my mom's since she has a scanner and a computer attached to it. I won't have anyone to help me, though, like I do at the DHHS place.

You do not need a scanner. Download camscanner on your iPhone or android. It's free and it exports your "scan" to a PDF that you can upload. I use it all the time for work expenses when I'm trying to submit for reimbursement.
Google Play Store:
CamScanner - Scanner to scan PDF - Apps on Google Play
iPhone App Store:
CamScanner-PDF Scanner App on the App Store
EDIT: To clarify, you take a picture of whatever you're trying to "scan." The app turns it to a black and white PDF. It's also quite an intelligent app, so that if you (for example) "scanned" a picture of a piece of paper with your table in the background, it will crop out the table so that you only see the paper.
You can try it first. Then if you don't like it, go to your mom's house. But it's a really good app.
