Is there any way to push these doctors into letting her see someone? Sometimes you have to exaggerate sh_t to make them do something about it.
Btw, if you are concerned about strep, try looking in her throat w/ a flashlight. If you see some yellowy white things on her tonsils, then it is likely strep or mono (see article below for more info on that).

If your mom has yellow streaks in her tonsils, then telling the doctor about the yellow streaks might get their attention... because that's very likely to be strep. Every time I've gotten strep, I've had the yellow streaks. Regular sore throats are just red for me.
