Hi Other EM! Some therapists are not psychologists, so no, they aren't all APA members. (I am not sure if all psychologists have to be APA members, but I doubt it.) Complaints would likely go to the relevant licensing board, which is in the state where the therapist is licensed. I'm sure you can complain if you are not the victim, but it's hard to say what, if anything, would happen as a result. (Likely depends on a variety of factors, like how egregious it was, if there were witnesses, etc.)
