I do not understand anything about the UK system, other than its dermatologists, who are quite excellent. Ditto, Australia's. Australia's are superlative. That said, people get good at what they do. If a GP is interested in bipolar disorder, they could probably be quite good at it. But the meds are a lot to learn for a non-pdoc.
