Getting out of IP and IOP can be a confusing time.

Maybe sit down and write out pros and cons of getting involved with either practitioner?
I agree that your pdoc means well and wants you safe. While this might feel a little overbearing, we know of plenty of cases where the pdoc was not as caring.

Maybe she's willing to negotiate?

I'm concerned that you don't want a new practitioner to have access to clinical info over the past many years. Maybe only the past 3-5 years are most important. You could always ask her to write a summary, not releasing ANY notes.
