Oh, yikes. Highly speculative and anxiety provoking!

The neighbours below are "shy". This could mean they're non-confrontational, or anxious people, or scared to approach a stranger. Maybe they've had negative experiences in their past that they've now opted to speak directly to the manager. There's nothing "fishy" IMO.

I'd respect the boundary and be more mindful. Having said that, sometimes it's just a structural issue one is unable to avoid. So don't walk on tippy-toes. Don't second guess yourself. If you drop something, big deal. If it happens a lot, talk with your doctor.. or slow down a bit.

If the manager speaks with you again, let him know the changes you have made. If the neighbours are that unhappy, they can choose to live elsewhere.
