I’m not sure how it works in translation but in science you do two years of classes for a masters or a PhD then you do at least three years of original research if you want the PhD, if you apply from another program you’ve gotta repeat the coursework first making it disadvantageous to get a masters first. Usually though people who already had a masters were faster getting through the research aspect.
