Ok I'd kill to be 115 pounds....but....anyway....
For those last few pounds, it's all about exercise and less about diet. You have to mix things up, get your body doing things differently. Your body gets into a routine and thinks "okay, I'm happy here". You need to make your body wake up.
Try weight lifting. No, really. You won't bulk up, and the lean muscle helps burn fat and makes you look more toned. Try yoga or pilates or something like that.
But still - 115 pounds is NOT overweight, not even at 5'0". You are healthy.
