What kind of raises do they normally give? 3.5% is just a raise for inflation if you work in private sector (public like state or federal jobs might give no inflation raise for years), it’s typically not achievement raise. Do they give achievement raise? I know you don’t suppose to know what raises other people get but is it possible everyone just gets 3.5. I’d talk to CEO if they ever give achievements/promotion raises? If they do, then possibly it’s in your bosses interests to downplay your achievements so they don’t have to give any kind of special raise, just one for inflation. Makes one wonder about their agenda
Well good evaluations are important regardless if you get paid more or not. Including your accomplishments is important

We were able to get up to a 5% raise, so I got in the middle percentage last year. Perhaps it was inflation-based -- I didn't ask last year.
My boss is an underhanded POS, so I know he is not going to give me due credit no matter what.
I don't expect much of a raise this year, which is not the biggest issue at play. HR already warned me that raises are too difficult right now. I probably did not convey that correctly. My biggest concern is getting my achievements documented so that I can potentially receive a promotion and also for the sake of my own self esteem (ie. having my achievements be recognized since I work very hard at my job).
I like your suggestion, and thank you! I already listed out last year's achievements, in case he "missed" them.
I could also say sarcastically, in case you forgot, here's a list of my achievements that you missed. LOL.
