If by "indicent" you mean photos of a sexual nature he is engaging in child porn.
If he is over 18, it doesn't matter what age he is. Do NOT confront him. You need to report him to law enforcement. You said he is looking at young teens in your presence. That is a warning sign that it is a matter of time before he dies more than look.
