In this digital age, people have the choice of ignoring your messages (or delaying the response time) and use any excuse to justify their action. Sometimes people are busy, and this is understandable. But sometimes they are not and don't respond within a reasonable time. Maybe because they don't like you, or they don't see your messages as important because you are not important to them, or maybe they are just playing the power game (e.g., at the workplace ). What is considered a reasonable time seems to differ from person to person.
