I don't think it's worth spending time on this person. Because it is obvious that a person is not interested in communication. If this were not the case, you would be actively communicating.
I generally adhere to the principle that effort should be made by both, and the same amount of effort.
And it doesn't matter if it's a romantic relationship or a friendship. If one person always takes the initiative, tries to be attentive, and the other does nothing at all, then it is a road to nowhere. If one person takes 5 steps, then the other must take 5 steps. There must be equality. Then such a relationship has a future.
