i see the warped logic to that tho but that has got to be a first that a dr tells a patient who asks for help to try and quit he advises not a good idea to do that now...

Well, that's strange. But there is a school of thought that after long-term drug use (referring to nicotine as a drug) it's better and more successful to cut back than to suddenly quit.
