Traffic here is horrendous. bus system is spotty at best and almost $90 a month. I worry for his safety biking but we've been trying to convince him for 3 years to drive and he's to worried he'll kill someone driving, he won't try driving. He needs some independence before moving. His schools 3 hours away by bike and longer by bus.

I hope your son will give driving another chance. My youngest nephew would never drive. I truly think it added to his isolation. I drive and have since I was 16, but have never enjoyed long distances. Well, I don't drive long distances.
A bike is great exercise. That was my main means of transportation in Taiwan, when I lived there. That or I was even willing to walk 1 hour each way to my job there.
